CONCEPT ALPINE VEHICLE

The committee is currently overseeing the Alpine Resorts vehicle trial, which CFA will be conducting over the new 24 months. VFBV have requested that volunteer representatives from the Alpine Brigades be involved in the trial, and represent the committee on the steering group, in order to embed local input. CFA have agreed, and are providing regular updates through-out the trial. The first part of the trial is to develop and pilot a concept Alpine First Attack Vehicle, which is intended to provide additional capability to the Alpine area’s to cater for their unique hazards & provide faster response by Brigade members. Details of the pilot are being published on Brigades Online.

SAND TANKER UPDATE

The committee continues to review the specifications for the proposed Sand Tankers, reviewing feedback from the Prototype that has currently been touring the Western Districts. Operational representatives from District 17 & 18 attended the meeting to push the case for a reduced water capacity of 3,000 litres, with the preference being for super single tyres. The request for reduced water capacity surprised the committee, as previous requests have always been for more water. The committee will continue to monitor the feedback from the prototype, and have requested CFA to reconvene the working party to study the feedback in more detail. It is expected to see a build by December 2014.

MEDIUM PUMPER PROTOTYPE UPDATE

The Scania cab chassis for the new Medium Pumper prototype has now arrived and work has begun on building the body & lockers. Local Ballarat manufacturer SEM Fire & Rescue has been awarded the contract and is now working closely with CFA engineering on the fit out. It is expected that the first Prototype will be completed by December 2014. From January next year it will go through initial shake-down trials before being taken around the State for firefighter feedback. The committee is currently reviewing the small gear & stowage.

TANKER RETROFIT PROGRAM – HATZ ENGINES

The committee has for some time been pursuing the issue identified by a volunteer that under certain circumstances, the loss of the vehicles electrics could cause the pump in some Tankers to shut down. CFA engineering has been working with the committee to research the issue and a proposed solution. Although there has been no reported cases in the operational context, CFA have accepted the merit of fixing the problem as an added level of safety in the unlikely event that the crew protection system is required to continue operating whilst the trucks wiring has been compromised.

CFA engineering have narrowed the issue to be specific to the larger 900 l/min Hatz engines that are controlled by an electric stop/start. The smaller 450 l/min Lombardini engines are not affected because they have a mechanical pull cable stop. Tankers built since 2012 are not affected, as they already incorporate “energise to stop” technology.

CFA have now proposed to undertake a retrofit program to fit out approx. 550 affected older model Tankers will be fitted with a new “energise to stop” kit, which will fix the problem. This work is expected to shortly be carried out through the DMO network through the regular annual service and will take approximately one year to complete. The committee congratulates CFA on this important safety initiative.

BRIGADE OWNED VEHICLE RED PLATE UPDATE

A decision is imminent, and is expected to be communicated to brigades within the next 60 days. Watch this space.

PAGERS

VFBV delegates to the Committee advised CFA that State Council is writing to the CFA Board, advising that VFBV continues to receive a high level number of complaints from Districts as to the suitability of the “new” Alpha Legend Pager. VFBV is requesting the CFA Board implement a process by which the Board can monitor complaints being raised and monitor the adequacy of proposed solutions & report back to State Council.

VFBV has reported the view provided by several Districts that there are some fundamental deficiencies in the pager that will not be able to be resolved via firmware updates, and that CFA should immediately start planning on a replacement pager for when the current contract ends in 2016/17.

The Committee conducted an effective workshop to brainstorm what processes could be used in the future, to identify key user requirements well before the selection of a replacement pager. Delegates continue to request CFA be proactive and start pre-planning to ensure that pagers of the future will meet emergency sector volunteer (end user) requirements.

BLACKSPOTS COVERAGE REMEDIATION PROGRAM UPDATE

The program is now running slightly behind target due to weather, etc. & will not be completed by June 2013.

17 black spot repeater stations have been completed this year so far and remaining ones should be completed for fit-out to occur. There are approximately 11-12 that are in current stages of being built.

There are also some sites that are still being used for analogue dispatch, so when they are "switched" off they shall provide additional capacity to cater for Incident Management Channels.

LISTENING SETS REDUNDANCY

CFA advised the Committee they have now decided on a preferred supplier. VFBV will be meeting with CFA within the next two weeks to provide comment on CFA’s preferred set.

VFBV delegates to the committee requested a guarantee that the simulcast of dispatch on the analogue network will not be switched off prior to the new digital listening sets being made available. Whilst stopping short of a guarantee, due to external parties which may influence the final decision, CFA provided assurances that the provision of listening sets was now a high priority, and they were expecting significant progress to be made within the next 2 months. Delegates will continue to monitor and encourage CFA to progress this issue with haste.

REGIONAL RADIO DISPATCH SERVICE

The Committee received very positive feedback from Districts that have changed over to the new digital network, with the training & improved dispatch service being very well accepted. It is expected that all District (excluding 7,8,13 & 14) will be completed by 14th July. CFA re-affirmed that the "switch" in each District will not occur until each respective District is satisfied that digital provides adequate coverage.

WIRE ROPE BARRIERS

Concerned at the increasing number of wire rope barriers being installed along major roads and arterials Brigades have frequently reported their concerns about a lack of access through those barriers. VFBV delegates have been raising this issue with CFA for some time, and have pointed out that there appeared to be no standard surrounding access points along these wire ropes. The committee have asked CFA to research and develop guidelines in conjunction with VicRoads about optimal/maximum distances between breaks to allow fire truck access in times of emergency.

VFBV has been working with CFA over the last several months to produce Victorian guidelines, and CFA provided a final draft to the Committee for comment. It is expected to be completed and signed off by CFA by June 30th. Delegates were happy that the guidelines not only address the breaks in the barriers, but also address minimum vegetation management clearances on both sides of the barriers. Whilst frustrated with the long time this issue has taken to resolve, the committee is happy to see an outcome.

VEGETATION MANAGEMENT TRAINING COURSES- BURNS CAMPS

CFA have recently conducted two Burns Camps within the State with an emphasis on training and everyday burns to assist with management of vegetation. The camps, conducted by Vegetation Management Officers (VMOs) and wildfire instructors, ran for five days with two dozen volunteers attending each one in addition to career firefighters from the fire agencies. Some members undertook the five days while others were able to attend on a day by day basis according to work commitments. The camps were reported favourably by attendees and local landowners alike, with the majority of the time spent in practical burns. Members received accreditation for the burns conducted each day and have asked for more of these Burns camps.

The camps also provided an opportunity to field test the imminent “Planned Burn Guide” which the Committee has been working with the VMO’s on. CFA has advised that further Volunteer friendly burn courses will be offered, targeting weekends & evenings, locally based & in 2 day course modules.

MITIGATION OF ALPINE REGIONS’ FIRE RISK

After several years of strong and committed campaigning by VFBV delegates on the committee, CFA, the Fire Services Commissioner (now the Emergency Services Commissioner) and the Alpine Resorts Management Boards have now come together to develop a strategy to mitigate increased risks and issues in the Alpine areas regarding fire prevention and suppression. VFBV is encouraged to hear that there has been significant progress in cooperation and progress of the Alpine Master Plans. Innovative response plans are also soon to be trialled at Mt Buller in consultation with the Joint Equipment & Infrastructure Committee. Delegates are elated to see a strong and coordinated approach now being undertaken to address this unique risk.

PERMIT CONDITIONS

The committee received an update from the VMO’s on the requested “plain speak” guide to planned burn permit conditions. The committee is hoping to see this rolled out shortly, to assist Brigades undertaking burns this upcoming season.

HONOURS & AWARDS

The committee reviewed a new booklet produced by OT&V, ‘How to Wear Honours and Awards’, which will be distributed to all CFA members within the next edition of the Brigade Magazine. The booklet is designed to assist members who have received more than one award and how to wear them according to the established order of precedence. The need for such a booklet has been highlighted at the recent NEM presentations, and has been based on the most frequently asked questions members have had.

VFBV provided initial feedback and suggestions which have now been incorporated into the final guide. Delegates commended CFA on a timely and well executed initiative.

NEM presentations continue across the state with ceremonies confirmed for Northern and Western Metropolitan Region, Loddon Mallee Region and Gippsland to occur in May, June and July 2014. There is continuing discussions between OT&V and Regions/Districts to organise a second round of presentations.

JUNIOR VOLUNTEER DEVELOPMENT PROGRAM

CFA have advised that junior member ID cards will be available online and approved as per the current CFA Member ID. The ID cards will contain the junior’s name, photo, Brigade and their 16th Birthday/Expiry Date. Delegates have requested that the new cards be ready prior to September for the commencement of local and regional championships in October.

It is expected that the new JVDP website will be launched in August, and will include a JVDP Program Guidebook, Junior Member Registration Forms and a new JVDP section on Brigades Online. CFA have agreed that individual copies of the documents will also be sent to all Junior Leaders and Brigade Secretaries.

VOLUNTEER STRATEGY

CFA has begun work on its Volunteer Strategy, and will be pursuing a joint approach with SES in order to align it to the Emergency Service reforms underway. VFBV has provided initial input into the scope of the strategy, and the committee participated in a structured workshop to validate and build upon the themes.

The Volunteer Strategy is expected to be presented to the VFBV and CFA boards in July 2014, with an implementation and working model expected to be finalised by the end of 2014.

VOLUNTEER EXIT SURVEY

The committee reviewed the results from the Volunteer Exit Survey Pilot which was conducted between 1 January and 30 June 2013. The survey is key to finding out why Volunteers are leaving the CFA, so that strategies can be implemented to retain and recruit more volunteers. Delegates have requested that some questions be improved for the future surveys, to ensure more relevant feedback. The exit survey will become a part of business as usual from July 2014. Every three months the CFA will send out the exit survey to all members that have left the CFA and every 12 months the CFA will produce a report from the results of these surveys to identify trends and common issues.

POST FIRE DANGER PERIOD REVIEW 2013/14

On the 8th April the Fire Services Commissioner released a Guidance & Conduct paper for this season’s Post Fire Danger period review. The document outlines the approach and expectations for conducting reviews to capture learning's from the 2013/14 fire season. The CFA Chief Officer advised Operations Managers that they will be responsible, in the first instance, to develop a process that caters for inputs from brigades and individual members. Districts were instructed that the Post FDP Review Timelines were to commence on the 7th April, with final results from debriefs and other related processes due no later than 6th June, in order for the final report to be considered by the FSC and Chief Officers by 15 June

Last year, the committee raised its concerns that, at a local and brigade level, there was insufficient opportunity for volunteers and front line personnel to provide input into lessons learned. The committee has been assured by CFA that processes would be improved this year to ensure opportunities are given.

VFBV encourages any members who don’t believe they have been provided an opportunity by their District to attend or participate in an After Action Review, or Post Fire Danger Period debrief before the June 5th closing date, to contact your Operations Manager in the first instance, and advise your local VFBV State Councillor of your concerns. The committee has requested CFA table each Districts review activities so we can monitor the effectiveness of local initiatives and identify any gaps.

SEASON OVERVIEW

The committee reviewed an overview of the season just past, in order to identify early priorities and areas for improvement. Generally speaking, the increased emphasis on aircraft this season appears to have worked well, and backs up the results from the trials conducted in the 2012/13 Fire Season that the committee reviewed.

The committee has long been encouraging CFA to improve the integration of lessons learned from each season, into pre-season briefings and incident debriefs. Work is currently underway to better formalize the capturing of lessons learned, and VFBV has requested an increased emphasis on case studies and tutes that are based on actual incidents, which will improve the sharing of knowledge throughout the organisation.

CFA acknowledged that the existing resource systems struggled to meet the challenge presented by Hazelwood, and that the utilisation of volunteers was again an issue. The committee has agreed to continue to monitor and assist CFA identify the systemic issues that are continuing to prevent the effective utilisation of volunteers. There was an acknowledgment by all that culture plays a critical role, and culture change will need to be a long term goal.

COMPOSITE STRIKE TEAMS & VOLUNTEERS PERFORMING DIV/SECTOR COMMANDER ROLES

The committee have identified a number of key actions they would like to see significant progress on this year. One such item is to request the Chief Officer issue an “Intent Statement” and guiding principles for those occasions that involve the integration of staff and Volunteers. Two constant recurring issues that are raised each year has been different local interpretations of crewing requirements of Strike Teams, and the use of Volunteers in Division & Sector Command roles when crews are made up of both Volunteers and staff. The use of AIIMS within CFA makes “Rank” completely invisible, yet local interpretation and practices frequently try to assert rank and pay status back into arrangements, that are contrary to the principles outlined in the Chief Officer’s Capstone and Service Delivery Principles. The committee hope to work with the Chief for it to be made very clear how integrated teams will work and integrate at all levels of the organisation, and the responsibility of management and key leaders to promote an inclusive working environment.

CFA volunteers from the Echuca Fire Brigade have won the Fire & Rescue NSW (FRNSW) Firefighter Championships at Swansea.

Seventeen teams battled it out, with Echuca winning six of the 11 events over the weekend, to outpace reigning NSW champions Kelso.

A regular at the FRNSW Championships over the years, Echuca Fire Brigade’s volunteers will also be taking part in the NSW State Championships at Kelso in October.

 

A tender has been awarded to Ballarat manufacturer SEM and the first Medium Pumper prototype is expected by December 2014, with trials from January 2015 before a statewide tour for member feedback.

With the VFBV/CFA Joint Equipment and Infrastructure Committee reviewing specifications for proposed Sand Tankers, operational representatives from Districts 17 and 18 have asked the Committee to consider a reduced water capacity of 3,000 litres in order for the trucks to use super single tyres.

DATES TO BE CONFIRMED SOON

The popular VFBV Open Forums will be back soon, giving volunteers the chance to talk shop and raise questions and issues in discussion sessions with senior CFA and VFBV decision makers.

With the great success of last year’s Regional Forums in Gippsland and the North West, VFBV will again be hosting Regional forums as well as the traditional central one.

Dates are still being finalised but local planning is well advanced around an Open Forum in the North East early in October, one in the South West in mid to late October, and one for the Central districts towards the end of November.

The CFA volunteers’ association is calling on all Victorians to sign a petition to help firefighters to get fairer and simpler cancer compensation.

Speaking at a rally of hundreds of CFA volunteers at Scoresby on Sunday, Andrew Ford of Volunteer Fire Brigades Victoria (pictured) said the volunteers are campaigning to get rid of an unfair barrier that prevents firefighters from getting the compensation they have been promised.

“We have been working with the Government and opposition parties for several years, but firefighters who suffer from cancer that’s related to their firefighting services are still facing an almost impossible barrier, right when they are sick and most in need of help,” Mr Ford said.

“The problem is in proving the cancer was work related, whether it be for a volunteer firefighter or one of their career colleagues,” he said.

“Unlike a broken bone, cancer can take many years to appear, leaving the firefighter with the nearly impossible task of proving that one particular incident caused the cancer.”

“It effectively says you are entitled to the compensation, but when you get sick, you can’t have it,” Mr Ford said.

The CFA volunteers are now collecting signatures for a statewide petition, calling on the Victorian Parliament to change the law so the onus of proof is reversed.

“Certain types of cancer are known to be more common in firefighters, and we need Victoria to follow the lead of the Australian, Tasmanian, West Australian and South Australian

Parliaments in recognising those 12 cancers and presuming them to be work related if the sick firefighter has sufficient years of service,” Mr Ford said.

“The firefighters’ cancer law would relieve the sick CFA volunteer of the almost impossible task of proving the cancer was work related, and would allow them to concentrate on their treatment and recovery, instead of a lengthy court case,” he said.

“As the CFA volunteers’ association, Volunteer Fire Brigades Victoria is distributing the Firefighters’ Cancer Petition to every district in the state, and we call on every Victorian to sign the petition and show support for the volunteers who do so much to protect the community.”

The Firefighters’ Cancer Petition calls on the Victorian Parliament to introduce legislation based on the Australian Parliament’s legislation, listing 12 known firefighter cancers, with equal coverage for volunteer firefighters and their career colleagues.

More than 450 CFA volunteers and their families have attended a rally organised by volunteers in District 13 to draw attention to the need for a firefighters’ cancer law.

The proposed law would provide access to fair compensation for firefighters suffering cancer caused by exposure to smoke and chemicals during their firefighting duties.

Organised by local volunteers from the eastern suburbs and Yarra Valley, the event attracted CFA volunteers, their friends and families and fire trucks from all over suburban Melbourne and country Victoria.

Event organiser, CFA volunteer and VFBV District 13 President Bill Watson AFSM (pictured, addressing the rally) said, “There is plenty of evidence that firefighters are more likely to suffer certain types of cancer. We are entitled to compensation, but that all falls apart when the sick firefighter is required to prove which fire or chemical incident caused the cancer.”

“It’s not like a broken bone where you know exactly when and where it happened. The burning car or house fire you attend today may cause a cancer that doesn’t show up for decades, which makes it nearly impossible to prove it was work-related,” Mr. Watson said.

“The solution is presumptive legislation, a law that lists the 12 typical firefighter cancers and presumes them to be work-related, providing the firefighter has enough years of service behind them and relevant risk exposure.”

The Australian Parliament passed firefighters’ cancer legislation called the Fair Protection for Firefighters Bill, in 2011. Since then Tasmania, Western Australia and South Australia have all passed their own presumptive legislation, recognising the connection between firefighting and cancer.

Mr. Watson says, Coalition, Labor and Greens Members of Parliament were invited to address the rally. “CFA volunteers are calling on all of the political parties and every member of the Victorian Parliament to help solve this problem.”

“We are looking for a law that applies equally to frontline CFA volunteers and the staff firefighters who work alongside them. The smoke and chemicals don’t discriminate, nor should compensation for sick firefighters,” he said.

“CFA volunteers in suburban Melbourne and country Victoria protect the community every

day and night of the year,” Mr Watson said.

“We are now asking all members of the Victorian Parliament to pass a firefighters’ cancer law that supports sick firefighters in their time of need.”

Labor MP Luke Donnellan's statement to the Victorian Parliament, after tabling part of the first batch of 16,000 signatures on the CFA Volunteers' Cancer Petition, which calls on the Government to fix problems with the existing firefighters’ cancer compensation process.

Mr DONNELLAN (Narre Warren North) -- I congratulate Country Fire Authority volunteers on the collection over a short period of time of well over 16 000 signatures to petitions about presumptive legislation in relation to firefighters, both volunteer and full time.

We on this side of the house recognise that there is a direct link between fighting fires and certain types of cancer. We also note that the commonwealth Parliament passed, in a bipartisan way, presumptive legislation which allows recognition of that link and changes the onus of proof from the firefighter. Therefore firefighters are able to make a claim against WorkCover based on the presumption that certain types of firefighting and chemicals can result in cancer.

Over a period of, I think, two months the volunteers collected well over 16 000 signatures to petitions. The government to date has been silent. At the moment there is an inquiry going on at Monash University. I know there are many members of the government who support the idea of presumptive legislation and who are pushing internally in relation to that, but we on this side of the house have fully supported it for the 60 000 volunteers and the full-time firefighters.

VFBV is hopeful the presentation of these petitions to the Victorian Parliament next week will help convince MPs of all parties to fix a problem that has now been fixed in most other States across Australia.

16,000 signatures are included in this first batch, making this one of the largest petitions to be presented to the current Parliament. In the meantime, the campaign continues and volunteers are urged to keep collecting signatures and posting completed petitions to VFBV, PO Box 453, Mt Waverley 3149.

Expression of Interest to conduct a State Urban Senior Championship, 2016 to 2018

All Brigades/Committees interested in hosting an Urban Senior Championship during the years 2016 to 2018, are invited to lodge an Expression of Interest with the VFBV office.

Two years ago, CFA asked members what their communications preferences were. The results of that survey led to a number of improvements including the regular inclusion of Regional Director columns in Brigade magazine and the introduction of an online version of the magazine.

Communications technology is rapidly evolving, especially with the revolution in smart phone use, so CFA is going back to members to ask again how they wish to be kept informed and which content they find useful.

The online will take 5 minutes to complete, and the responses collected will help CFA better understand the communication needs of staff and volunteers.

CFA Electrical Safety Advisory Group

VFBV has been invited to nominate 3 members to be part of a CFA Electrical Safety Advisory Group.

This small working group will provide advice on electrical matters that impact CFA, including but not limited to;

  •          Firefighting training materials
  •          Railway electricity procedures
  •          LV fuse removal
  •          De-energizing electrical systems (solar etc)
  •          Standards for 240v wiring, systems and appliances on operational vehicles
  •          Generators, Invertors & UPS’s

As this is a specialist group, it is desirable for our nominees to have the following attributes;

  •          Current operational member/activity (aware of fire ground practices)
  •          Extensive background in the electrical industry
  •          Access to email & internet (a lot of work of this group will be done via electronic means)

Volunteers will have more of a chance to have their say at the national level, with the signing of an agreement between emergency volunteers’ associations and the body representing state and national fire organisations.

The Council of Volunteer Fire Associations (CAVFA), of which VFBV is a member, and the Australasian Fire and Emergency Service Authorities Council (AFAC) signed the Memorandum of Understanding a few weeks ago, agreeing to work for mutual understanding, co-operation and collaboration.

CAVFA Deputy Chairman and VFBV President Hans van Hamond AFSM says the MOU will help ensure issues affecting volunteerism are given solid consideration by AFAC and should help to give emergency volunteers a stronger voice at the national level.

Under the agreement, AFAC will discuss and seek input from CAVFA on matters that have direct impact on volunteers.    In return, CAVFA will encourage members to share in the discussions to address current and emerging challenges facing volunteers in the fire and emergency services today and into the future.

CAVFA members include the 11 volunteer fire associations of ACT, WA, NSW, the Northern Territory, Queensland, Tasmania and Victoria, representing a combined 250,000 members.

Every brigade should be talking with the community and local MPs about funding to bring CFA’s ageing frontline fleet up to date.

We’ve taken a good step forward on fleet funding, but the job is not yet finished.

State Government’s announcement of $29 million for 78 new trucks - mostly the new Medium Tankers which were designed with VFBV and volunteer involvement - was great news but the funding boost only lasts for one year.

Hundreds of frontline CFA trucks are over the 20 year age limit that is common practice among Australia’s fire services, and there needs to be an ongoing replacement program and reliable ongoing funding to enable CFA, brigades and the truck manufacturing industry to plan ahead.

VFBV is keen to continue working with all political parties towards a long term fleet funding solution, and your Brigade’s representations at the local level will help keep the issue uppermost in MPs’ minds.

$29 MILLION FOR CFA FIRE TRUCKS IS GOOD NEWS - VOLUNTEERS

The CFA volunteers’ association says today’s announcement of $29 million and 78 new trucks for volunteer Brigades is good news for CFA volunteers.

Volunteer Fire Brigades Victoria (VFBV) CEO Andrew Ford says the trucks are being directed to the right end of the fleet.

“Seventy-four of the new trucks will be modern medium tankers, which were designed with VFBV and volunteer involvement and will go to volunteer Brigades in country Victoria and the outer suburbs, where the need is greatest,” Mr Ford said.

“Volunteers have been working hard to inform State MPs on the need for CFA’s fleet of front line fire trucks to be brought up to date, and today’s announcement is a welcome sign that we are being heard,” he said.

“Seventy-eight new trucks and $29 million dollars is a good start, and VFBV is keen to continue working with Government towards a long term solution to the ageing of the fleet.”

CFA’s fleet of 2,200 front line fire trucks is well maintained, but currently includes more than 500 that are over the 20 year age limit that is common practice among Australia’s fire services.

“With a fleet that size, there needs to be an ongoing replacement program and reliable ongoing funding to enable CFA, Brigades and the truck manufacturing industry to plan ahead,” Mr Ford said.

“CFA volunteers will be pleased with today’s announcement, it is a sign that the Government is listening, and a good start towards an ongoing solution that better protects the Victorian community,” he said.

Victoria has 60,000 CFA volunteers in 1,200 Brigades, protecting 60% of suburban Melbourne, regional cities and all of country Victoria every day and night of the year.

A CFA Act amendment Bill currently before Parliament will refine the appointment process for CFA Board Members to give CFA a skills-based Board rather than one based on representation of stakeholders.

The changes to the CFA Act are designed to ensure the CFA Board has the skills and expertise required to operate as a high performing Board.

They recognise and reinforce the importance of the Board possessing strong knowledge, expertise and understanding of CFA volunteerism.

Significantly, the changes also recognise VFBV’s crucial role, by retaining our role of submitting a panel of names from which four of the nine CFA Board members will be selected by the Minister.

Retaining volunteer involvement at CFA Board level is important for all CFA volunteers and a terrific achievement for VFBV, signifying respect for the role that VFBV performs.  VFBV and the Government are the only bodies named in the proposed amendments to the CFA Act as nominating CFA Board members.

The proposed change to the CFA Act reaffirms the role of volunteers at every level of CFA’s decision making, and is in line with VFBV’s thinking that an extensive knowledge and experience of volunteering and working with volunteers is one of the essential skills for any potential CFA Board Member.  A CFA Board with strong volunteer knowledge and experience is essential.

The change in the CFA Act would look for a number of skills and abilities in CFA Board members, including; “knowledge of, or experience in, commercial, technical, operational, legal or financial matters;” and “expertise in fire services, emergency management, land management or any other field relevant to the performance of the functions of the Authority.”

In introducing the Bill, Police and Emergency Services Minister Kim Wells has told Parliament;

“The bill will transform the existing CFA board appointment process by requiring that board members have one or more of a series of critical skills, knowledge or experience, while continuing to recognise that the CFA is essentially a volunteer based emergency service.

“It is important that the CFA board has strong volunteer expertise, knowledge and an understanding of CFA volunteerism.

"To guarantee such familiarity, knowledge and understanding of CFA volunteerism four members of the CFA board will be nominees of Volunteer Fire Brigades Victoria.”

The Bill provides for four CFA Board members, being “two volunteer members of brigades predominately serving urban communities;” and “two volunteer members of brigades predominately serving rural communities”, “to be appointed from a panel of names nominated by the Board of Volunteer Fire Brigades Victoria”.

CFA legislation provides for four of the CFA Board’s Members to be appointed from a panel of names submitted by Volunteer Fire Brigades Victoria.

A CFA Act amendment Bill currently before Parliament will refine the appointment process for CFA Board Members to ensure the CFA Board has the skills and expertise required to operate as a high performing Board.

The changes recognise and reinforce the importance of the Board possessing strong knowledge, expertise and understanding of CFA volunteerism, and also seek to ensure the CFA Board has skills knowledge and expertise in commercial, financial, legal, public administration and emergency services, with the requirement that nominees have one or more of the skill requirements outlined in the legislation.

The terms of CFA Board Members Paul Denham and Don Robertson expire in August 2014, creating two vacancies on the CFA Board to be nominated by VFBV, one being a representative from a brigade predominantly serving urban communities and one being a representative from a brigade predominantly serving rural communities as per the CFA Act.

CFA volunteers who believe they have the skills, experience and capacity to make a contribution to the CFA Board, and ensure that the CFA Board has strong volunteer expertise, knowledge and an understanding of CFA volunteerism, are invited to apply to fill these vacancies.

From applications received and following interviews, VFBV will submit a panel of names to the Minister for Police & Emergency Services.

The CFA Board meets on a monthly basis and also operates a committee system which could require a commitment of one half day per month.  Attendance at official functions is also expected.

The appointment to the CFA Board would be for a period of up to three years; the retiring members are eligible for re-appointment.

Remuneration for a member of the CFA Board is $17,314 p.a.

VFBV advances the interests of all Victorian fire brigade volunteers and advocates on their behalf to CFA and other key stakeholders. The VFBV Board drives policy development based on volunteer input and is involved in management of issues of central importance to all CFA volunteers.

Vacancies for Four Board Members will arise when the terms of Andy Cusack, Nev Jones, Bill Maltby and Bruce Pickett expire on 1st October 2014.  

The term of appointment will be for two years and applications are invited from interested volunteers to be considered for these vacancies.  The retiring members are eligible for re-appointment.

The role of a VFBV Board Member involves contributing to VFBV direction, performance and policy discussion at Board Meetings, networking with others about policies and issues management, and not only making decisions but being prepared to actively advocate for the benefit of all CFA volunteers and ultimately the Victorian community.

The Volunteer Fire Fighters Occupational Illnesses (VFFOI) Awareness and Protection Fund is a specific purpose trust account to help meet the costs of the campaign for presumptive legislation for firefighters and building awareness of firefighter-related illnesses, the development of protections where possible and financial compensation protection for firefighters and their families, including;

  • Enabling research and analysis about VFFOI
  • Working with volunteer firefighters and members of the public to understand the effect of VFFOI on their families and communities
  • Working with volunteer firefighters and members of the community to recognise VFFOI and to take necessary preventative measures to protect the health and well-being of volunteer fire fighters
  • Protecting the rights and integrity of volunteer fire fighters who suffer from VFFOI by taking such steps as are necessary to recognise and entrench their legal rights to compensation where they suffer from VFFOI and, where necessary and in the sole and absolute discretion of the Trustees, fund test cases before the appropriate courts and tribunals to determine such rights.

Due to Operational Activity, this Joint Committee Meeting was cancelled & did not go ahead.
The following issues have been pursed out of session over the Fire Season. More detailed information will be available after April’s State Council meeting.

2013/14 SEASON DEBRIEFS

The CFA Chief Officer has written to VFBV to address our concerns about inadequate opportunities for Volunteers at Brigade and local levels in particular, to be involved in previous years post season reviews.

The Chief Officer has written to all Operations Managers, expressing his intent that they be responsible in the first instance to develop a process in each of their Districts, that caters for inputs from brigades and individual members in this year’s post season review.

Last year’s review was largely silent on items that many front-line Volunteers constantly raise as important to them, due mainly to very few opportunities for Volunteers to be involved in post season review workshops that were held during weekdays and during normal business hours.

VFBV encourages all members who think they have something to contribute to this year’s post season review, including lessons learned at the local levels, to contact their Operations Manager to find out what opportunities have been scheduled for them to be involved in.

VFBV representatives are also meeting with the Fire Services Commissioner to provide input and suggestions on what measures the FSC can take to encourage & support increased Volunteer participation in this years review.

VOLUNTEER UTILISATION IN IMTs

In late January 2014, VFBV started receiving wide ranging reports from many Volunteers qualified and endorsed for senior IMT roles, who were reporting that no opportunities were being provided for them to provide their services.

On the 29th January, following advice that CFA was reporting that the demand for IMT personnel was starting to exceed available resources, and they were at capacity & seeking interstate resources, VFBV requested the Fire Services Commissioner establish a transparent resource utilization tracking process to assure himself that all available resources had in fact been utilised.


Initial results from that review, showed a high incidence of personnel who had not yet been used, and confirmed Volunteer reports that there appeared to be no systemic or centralized system that proactively sought their availability ahead of time, to plan for projected demands. On the 30th January, CFA was instructed to proactively utilise each District’s IMT resource list, and manage IMT resources on a rolling 14 day resource plan for the next 6 weeks. All personnel on the IMT resource lists were to be contacted to advise of their availability.

VFBV will be following up with the FSC and the CFA Chief Officer to ensure those barriers that were identified such as Volunteers being overlooked or “designed out” byway of unreasonable shift lengths (such as 7 day shifts) or short notice requests for same day or next deployments are addressed for next season.

PRESUMPTIVE LEGISLATION
VFBV is preparing to step up it’s campaign for presumptive legislation, the firefighters’ cancer law.

The VFBV Board this week resolved to set up a trust account and seek donations to support the campaign.

The VFBV Presumptive Legislation Campaign Trust Account will be a specific purpose trust account to meet the costs of VFBV’s campaign for presumptive legislation for firefighters, including;


• Provision of information to members and the public
• Research and analysis
• Legal support, and
• Legal representation costs relevant to the pursuit of presumptive legislation, including but not limited to test cases as deemed necessary.

VFBV will be advertising broadly to encourage public and internal support for this fund raising effort.

The VFBV Presumptive Legislation Campaign Trust Fund is clearly aimed at supporting our pursuit of presumptive legislation and fair protection for firefighters.
Funds raised will assist our campaign efforts and test case pursuit, but will not extend to covering personal illness related compensation as we clearly see this as an obligation for the CFA volunteer Compensation arrangements.

MEMBERS IN RECEIPT OF DISABILITY PENSION

As reported in Edition 7 of this 2 minute Briefing, CFA is developing a Position and Policy for CFA members currently in receipt of a Disability Pension. This may include the introduction of a “reasonable adjustment” policy that CFA could impose to introduce controls & restrictions on members who are assessed medically to be at risk due to their illness or condition.
State Councillors were provided a detailed VFBV Information Paper, and a CFA Information Paper that outlines the issue, impacts and perceived risks. State Councillors have been requested to brief their respective District Councils & seek member feedback.

The Committee will use this feedback to progress the issue, and members (especially those that may be in receipt of a Disability Pension) are urged to discuss the paper with their State Councillors so that feedback can be used to help guide the committee in providing advice back to CFA, as the Policy is developed.

VFBV CAMPAIGN FOR ADDITIONAL CFA FLEET FUNDING

Many CFA volunteers would be alarmed to learn that recurrent funding for CFA’s front line fleet does not provide for the replacement of fire trucks when they reach their working age limit.
CFA’s firefighting truck fleet has over 500 trucks that are over 20 years old and would already have been scheduled for replacement in any other state. The oldest CFA trucks are now 28 years old. Whilst CFA’s oldest trucks are well maintained, they do not have many of the safety features of modern vehicles, and without recurrent funding – CFA has no way to plan or schedule their eventual replacement.

In Victoria, CFA’s sister agencies have established maximum age targets for their tanker fleets. The MFB target for replacement of its tankers is 10 years, and DEPI have a target of 12 years for their Tankers. In June last year, due to inadequate funding, and Governments rejection of CFA’s 2013/14 fleet funding bid, with no way to reach the established “20 years old” convention that has been in place for the last couple of decades, CFA was forced to drop all age targets from its Fleet management plans, and replace with a “fit for task, fit for purpose” policy. Whilst this may sound sensible enough – with no forward planning or adequate funding, CFA cannot effectively manage its fleet of over 2,000 CFA owned vehicles, so that when they do eventually become not fit for purpose, they can be replaced.

VFBV and this Committee has been raising this issue with Government and other decision makers for some time, and has now launched an escalated public campaign for action to resolve the problem.

VFBV is seeking the support of both sides of Parliament for;

  • Appropriate, ongoing recurrent funding to ensure safe and fit-for-purpose CFA firefighting fleet replacement and growth expansion;
  • Guaranteed multi-year funding on a rolling five year basis, based on a reasonable replacement cycle;
  • A funding mechanism that provides additional funding to CFA to meet service requirements brought about by population growth and changes in the risk environment;
  • Funding to address the necessary ‘catch-up’ from recent under-funded years
  • A plea to stop the practice of assuming it is reasonable to require Volunteers to use frontline operational firefighting trucks that are considered unsafe or inadequate for career firefighters doing the same work and servicing the same communities

CFA have advised that due to a delay in support materials and personnel to support the Brigade & Membership
Reclassification Project, that the mandatory position of Community Safety Coordinators within Brigade Management
Teams will now be optional for this year’s election cycle. This position will now be mandatory during the 2015 and
2016 election cycles. Whilst not mandatory this year, Brigades are still encouraged to elect this position at their earliest
opportunity. Support materials specific to this role are available from your (CEC) Community Education Coordinator
located at each of CFA’s Regional offices.

SKILLS RECOGNITION & COMMUNITY SAFETY DEVELOPMENT PATHWAYS

Most members are well aware that there are many training opportunities and formal competencies available for
brigade members related to Fire Suppression, but very few opportunities for members to participate in more formal
training in their Fire Suppression activities. Work continues on building Community Safety Development Pathways, for
those members interested in pursuing formal competencies & other related courses and learning outcomes related to
the delivery of Community Safety programs. The Committee has been working with CFA to ensure a comprehensive
Recognition of Prior Learning or Skills Recognition process is in place before the start of formal Community Safety
training is rolled out through the Districts. This is in recognition that many members have already been doing this
work, and delivering these programs over many years, and for those members there should be an easy and simple
process for their skills to be formally recognized and assessed, with only any identified “gaps” needing to be completed
before being formally accredited.

MEASURING BRIGADE’S COMMUNITY SAFETY & ENGAGEMENT

CFA are currently developing measurement tools to support Brigade’s measure and gauge the effectiveness of their
Community Safety & Community Engagement activities within their own communities. The tools are also designed to
help the Brigade identify which Community Safety programs the Brigade wants to deliver themselves, and which
programs they would like CFA assistance with.
Whilst very supportive of this approach, Volunteer delegates to the committee have requested CFA consider the actual
“needs” of each Brigade’s community, and incorporate that in feedback to the brigade’s activities & effectiveness. For
example, a small community that is not located in an area of High Fire Risk and is well protected by natural or manmade
fire breaks has very different engagement needs compared to a community that is surrounded by heavy forest, and is
located within a High Fire Risk area. By incorporating a base line of what community needs might be, that is linked to
their risk profile, Brigade’s will have a more accurate picture of which activities and programs would most suit their
community. CFA has agreed, and is investigating ways to incorporate Community Needs into the tool.

MUNICIPAL FIRE MANAGEMENT PLANS NOW AVAILABLE VIA CFA WEBSITE

Following up on an earlier suggestion by the Committee, CFA have now implemented a system that makes Municipal
Fire Management Plans easily accessible to Brigades electronically, via the member’s area of the CFA website.

Joint Committee – 2 Minute Briefing

Quick snapshot of the priority issues and actions worked through at the most recent Joint Committee meeting between CFA and VFBV. (Meeting held16th March 2014)

National Emergency Medal

Good progress is being made across the state with ceremonies for the presentations of the National Emergency Medal. The ceremonies will continue for most of the year, with OT&V organising dates and venues at appropriate times for recipients in conjunction with the Districts. Unfortunately, several have been postponed due to operational circumstances and will be rescheduled for later in the year. For those recipients that have not been able to attend the presentations, the need for each District to hold an additional presentation will be looked into, to ensure that all recipients receive their National Emergency Medal.

Jones Inquiry

Progress with the Jones Inquiry Implementation is being made with a Project Management Team now being implemented to ensure that a project plan is developed and implemented. A Steering Committee will also be setup to ensure that the project plan is being implemented in a timely manner. 

Victorian Auditor General’s (VAGO) Report - Emergency Services Volunteers

As part of the VAGO Reports recommendation to implement the Volunteer Strategy by December 2014, CFA will be meeting with SES to discuss a joint approach to the development of a Volunteer Strategy, aligned to the Emergency Services reform underway.

CFA have commenced a preliminary literature review of relevant local and international volunteer strategies and the development of the strategy will involve significant engagement and consultation will all members and VFBV. A project board and project team will be established to focus on the Volunteer Strategy in 2014.

Wellbeing Pilot

As part of the Volunteer Support Program, a Wellbeing Project is being rolled out across the state with 10 team members recruited and starting shortly for a 12 month pilot. The Wellbeing Project Pilot will examine and progress strategies and systems that support volunteers in areas such as member welfare/wellbeing, interpersonal relationship issues resolution particularly at an early stage before they become large issues affecting the volunteers and brigades. VFBV is very keen to track the progress of this pilot project to ensure the positive outcomes are embedded into CFA in a lasting way.

Brigade Sustainability

Brigade Sustainability team members (21 in total as part of the Volunteer Support Program) are being employed across the state to assist brigades to develop local initiatives, strategies and solutions to address brigade long term and short term viability. The Brigade and Membership Classification project is progressing with all brigades having to transition by 2016. To assist with the transition, Brigade Sustainability team members will be available to assist brigades and a booklet with the brigade structures and role descriptors will be available shortly.

INCIDENT MANAGEMENT and LEADERSHIP TRAINING CALENDAR

The CFA has completed the 2014 training calendar for all the roles involved in Incident Management. The calendar will be sent out to all Group Officers. The purpose of the calendars is to show members what training is available for various IMT roles and to indicate pre-requisites required to commence training. The training calendar was developed in consultation with Operations Managers and RIC’s. Each course will be offered to 18 candidates across the four agencies – (DEPI / CFA / VICSES / MFB).  Two application forms are included with the calendar for members interested in training in incident management. The Blue “I.M.T. Training Expression of Interest” form must be completed by volunteers wishing to further their training into the IMT role. This must be approved by both a Group Officer and the Operations Manager. Once an applicant is successful with this step, a further Green form is completed – the “IMT Training Nomination Form”. This is the application for the appropriate course the applicant is approved to attend. This process allows control across the State to best prioritise CFA nominations into these limited positions. For those in the CFA who have previously undertaken and completed Incident Management courses under the pilot program, these will be recognised and certificates will be distributed shortly.

DRIVER TRAINING / VIC ROADS HEAVY LICENCE TESTING

The CFA “Driver Education and Endorsement Strategy 2014 – 2024” is complete, with the strategy going to the Chief Officer for endorsement prior to submission to the CFA Board sub - committee in May 2014 for their approval. Progress is continuing with the Heavy Vehicle Licence Testing. Ongoing consultations are continuing with VicRoads and approved Licencing Providers. There is currently one agreement in place that provides testing in Bairnsdale, Bendigo, Dandenong and Sale.  The CFA has been provided an exemption by VicRoads for the requirement for Licence providers to provide all the driver training under the existing constraints! This approval means that once a driver is trained by the CFA, they will only need to be assessed by the Licenced Provider. The progress for the arrangement of driver training and assessment is at the “final hurdle” however, there is going to be a significant delay of several months for members obtaining medium rigid licences until agreements are in place for each region.

CPR / FIRST AID TRAINING UPDATE

The process of providing First Aid training to the CFA is due for re-tendering in the next 6 months. The Fire Services Commissioner has requested that a common approach to First Aid training be developed across the Victorian emergency services and that a common set of specifications be agreed to by the providers. These specifications are to be developed and sent out to the agencies for reviewing and feedback. The proposal allows for brigades to approach the First Aid training provider directly when they need to undertake first aid training. This allows greater flexibility for brigade members to maintain their first aid certification. The new program also needs to facilitate the needs of members who require any literacy and numeracy support. Trialling of a new approach to CPR training is occurring in District 8 & 22 involving Ambulance Victoria’s ‘4 Steps to Life’ program which allows participants to undertake their own CPR training.

F&EM TRAINING STRATEGY UPDATE

Initial results are in for the F&EM Training Strategy Survey sent out in early January 2014 have come in. Further feedback from volunteers and brigades is needed, so the survey closing date has now been extended to April 15th 2014. A PDF of the survey questionnaire can be found on the CFA online site, and type into the search engine “F&EM Training Strategy Survey”. The PDF for the survey will be the first item on the RH side of the screen under documents. Please fill this survey out and return it to the CFA!

ALL HAZARDS SKILLS PROGRAM UPDATE

The specifications for the new “Recruit Program” and “Bushfire Skills Program” are complete and currently awaiting the Chief Officers acceptance. The framework allows more flexibility for individual brigades to provide the training to new recruits to suit their own brigade profile. The competencies addressed under the Recruit Program include several training module to be completed that will allow a recruit to obtain the following competencies: PUAFIR215 Prevent Injury; PUAOHS002B Maintain Safety at an incident scene; and PUATEA001B Work in a Team. Likewise the Bushfire Skills Program will involve the completion of several further modules that at the completion of will lead to the attainment of the competency; PUAFIR204B Respond to Wildfire.

REGIONAL RADIO DISPATCH SERVICE UPDATE

CFA has advised that the industrial bargaining processes at ESTA have now been resolved and the training for ESTA console operators to uptake the new digital network requirements can commence. The planned roll out of the digital radio dispatch migration commencing with District 12 will now be re-scheduled with CFA already accepting the technical requirements and capabilities of Telstra’s network infrastructure in both District 12 and District 16. The network infrastructure works by Telstra is progressing to plan with 97 of the 193 sites constructed and powered up.

Coverage acceptance testing  which involves a physical drive across the entire District coverage area sees three (3) Districts accepted being D12, D16 and D22. The physical testing involves two specially fitted out CFA vehicles visiting all CFA stations, satellites and along all major roads testing signal integrity, strength and coverage.

Training programs are progressing as per the original project schedule with ‘train the trainer’ sessions completed in Districts 12, 2, 15 and D6. Ongoing refinements to the training program and materials is being undertaken based on the feedback from participants and trainers.

Radio Reflash – Progressing on the schedule as planned with more than 10,600 radios reflashed with a greater than 82% ‘first pass’ success rate.

 

LISTENING SET REDUNDANCY - UPDATE

CFA have advised that Business Cases for digital listening sets and streaming of dispatch channels on a web based platform have been approved by the CFA’s Executive Leadership Team (ELT).

STREAMING of digital dispatch audio to internet connected devices (eg personal computer, smart phone) in a similar fashion to ABC radio being streamed to the internet. CFA is ready to commence trials – currently waiting for audio traffic to start across the CFA Districts as they transition from analogue to digital.

DIGITAL LISTENING SETS - Expressions of Interest were called by CFA for suppliers to detail there product types and costings – the EOI process has now closed and CFA are evaluating the responses from a number of submissions received. A formal recommendation about the next steps will be developed in response to the evaluation process.

 

NBN and Power Outages

The JCAT Committee heard some disturbing reports from locations where NBN access has been enabled to homes and businesses that in times of power disruption phones interconnected as part of bundled packages are also falling silent. Members in Brigades should be aware that this loss of functionality during periods of emergency where notionally power is lost could leave brigades and members vulnerable without adequate back up systems.

 

PAGERS

VFBV delegates pressed CFA and ESTA to immediately commence field and evaluation trailing of a Visual Alert Cradle that may enhance user awareness of the pager receiving a message when that member works or is located in noisy environments. For many CFA members this is the case and a technology solution in the form of an accessory such as this alert cradle may provide members who demonstrate the need for such a device a useable solution.

An EAS Pager User Reference Panel will be established with VFBV representation to monitor and provide direction for pager improvements, software glitch fixes and will look immediately into what future product options can be developed to replace the Alpha Legend pager at the earliest possible time.

Pagers Not Working Properly – Some of the Over the Air (OTA) reprogramming that was completed during the pager rollout has not been successful and there is evidence that a further attempt can in many cases solve some unsatisfactory performance and user issues. Members should call the EAS Pager Help Line to request another OTA reprogramming session.

 

VFBV is preparing to step up the campaign for presumptive legislation, the firefighters’ cancer law, by inviting donations to support the campaign.

The VFBV Presumptive Legislation Campaign Trust Account is a specific purpose trust account to meet the costs of VFBV’s campaign for presumptive legislation for firefighters, including;

•             Provision of information to members and the public

•             Research and analysis

•             Legal support, and

•             Legal representation costs relevant to the pursuit of presumptive legislation, including but not limited to test cases as deemed necessary.

The VFBV Presumptive Legislation Campaign Trust Fund is clearly aimed at supporting our pursuit of presumptive legislation and fair protection for firefighters.

Funds raised will assist our campaign efforts and possible test case pursuit, but will not extend to covering personal illness related compensation as we clearly see this as an obligation for the CFA volunteer compensation arrangements.

Applications now open for CFA Challenge 2015 - a 12 day leadership development program for members aged 16 and over. Apply by 30 June. 

The Challenge 2015 program is conducted over twelve days from Saturday 10th January 2015 to Wednesday 21st January 2015 and provides CFA members with the opportunity to realise their leadership potential.

The initial three day classroom based personal development program will equip participants with personal skills that will enable them to understand communication preferences, personal emotions, reactions in people, and accept individual differences within their teams. By setting goals, understanding stress reactions and setting team values, the program enables participants to bond as a team and operate in a safe environment to maximise their learning potential and make the most of their time on the Challenge program.

Participants will then spend seven days in the Victorian bush completing a demanding, adventure based leadership and team development program, consisting of team building and adventure based activities including:

  •              Bushwalking
  •              White Water Rafting
  •              Abseiling
  •              Caving
  •              Orienteering
  •              Rock Climbing
  •              Canoeing

The Challenge 2015 program will provide participants with the opportunities to:

  •              Clarify personal values, and discover more about their potential;
  •              Develop leadership skills and attributes;
  •              Confront and overcome self-imposed limits;
  •              Learn how to better relate to others;
  •              Enhance self-motivation and personal performance; and
  •              Be a supportive and creative team member.

This year’s Emergency Services Foundation – 3rd Volunteer Leaders Forum, will be held in Melbourne on Saturday and Sunday 3 and 4 May.

Volunteers who wish to attend can be current volunteer leaders or prospective volunteer leaders - download the application form and details below.

The format for this year’s forum will include Day 1 at the Novotel St Kilda and Day 2 with a tour of the new training facility at Craigieburn.

Kangaroo Flat has won the title of Champion Brigade, at the 2014 Volunteer Fire Brigades Victoria (VFBV) Urban Championships, at Bendigo.

Jamie Hart and Tom Dargaville, of Kangaroo Flat, were named Champion Competitors.

The Championship weekend included a torchlight procession through central Bendigo and featured hundreds of competitors in 67 teams including several from WA.

The event was hosted by the Bendigo & District Fire Brigades Championship Committee, CFA and Volunteer Fire Brigades Victoria.

The three days of competition included events based on practical firefighting activities, building fitness, team skills and capabilities with hoses, hydrants and other equipment that make them a useful addition to each Brigade’s regular weekly training regime.

The championships also offer one of same benefits as staging a major fire brigade exercise; giving Brigades and volunteers the chance to build the networks that pay off when they work together on large scale bushfires and other major emergencies.

The firefighters’ championships are one aspect of VFBV’s role as a statewide network of CFA’s 60,000 volunteers.  The events continue a Victorian volunteer fire brigade tradition of more than 140 years.
